It all seems to take place in the background and I have no say in to which account it looks. I don't seem to have any control or means to "point" the iCloud folder to my on-line content. I'm guessing this is the case since I selected in OneDrive that it wasn't to sync those folders. Just lets me do it over and over without any explaination. I haven't dug deeply into your suggestion yet, but I can tell you from my PC when I go into the iCloud folder in my C root, I tell it to download files (button near the top on the far left) and it brings up a selection of folders to sync.
